Description
The Empire of Eridanus will undergo fundamental changes with the passage of this amendment. These changes are intended to decentralize political power in the Empire, ensuring the long-term political stability of Eridanus. The office of Emperor will be split into two equal and intrinsically linked offices * Emperor and Prime Minister.
The Empire will be formally split into four separate Provinces which will each elect a Provincial Leader. These separate entities will act as nominally sovereign states, with unique diplomatic and martial rights and responsibilities.
The Senate's role and function will be largely unchanged. As always, the Senate is the ultimate legal authority, and their motions take precedence over the opinions of the Emperor, Prime Minister, Provincial Leaders and individual Senators in all matters.
Powers and Responsibilities of the Emperor

Appointed by the Senate for a lifetime term.

May not be a member of the same dynasty as the Prime Minister or a Provincial Leader.

Military leader of the Empire, wielding the Senate's authority to enforce the law, pursue renegades and quell rebellions.

Retain a crony on their homeworld, representing the Emperor in the Senate.

May increase policing levels on any planet, at any time.

May not run for Senate or Gubernatorial election on any planet or vote for Provincial Leaders.

Must immediately enforce any Senate motion, using military force if needed.
Powers and Responsibilities of the Prime Minister

Elected by the Senate for a lifetime term.

Must be currently actively involved in politics all times while in office, holding at least one Senate seat at the time of election.

May not be a member of the same dynasty as the Emperor or a Provincial Leader.

Diplomatic leader of the Empire, acting to facilitate communication between the throne, Senate and Provincial Leaders.

Authorize lowering of policing by the Emperor on any planet.

Order Imperial budget investigations.

Authorize removal of Imperial Jurisdiction requests by Provincial Leaders and any extensions of Imperial Jurisdiction by the Emperor.

Authorize removal of renegade status by the Emperor.
Powers and Responsibilities of Provincial Leaders

Elected by their constituents, Houses who have a headquarters within the Province, for a five year term.

May not be a member of the same dynasty as the Emperor or Prime Minister.

Must reside in the Province they lead.

Military and diplomatic leaders of their Province and direct representatives of the throne to the citizens of their Province.

May petition the throne, through the Prime Minister, to apply or remove Imperial Jurisdiction from planets within their Province. This petition is considered largely ceremonial, though the Prime Minister always has the legal option to deny said petitions.

May fashion a title of their own choosing upon taking office, to be used publicly instead of 'Provincial Leader', although their new title will be legally synonymous with 'Provincial Leader'. The titles Emperor, Prime Minister, Senator and Governor are prohibited.

Will conduct the business of their Province in accordance with Senate Law.

Will respect the integrity of Provincial borders, even in times of Provincial war.

Provincial Elections

Will be held every five years.

Campaigning will begin on the first of Culminations, with final votes being tallied on the first of Hope.

Each House may cast one vote for the Leader of their Province.

Houses with one to five Senate seats in their home Province receive one extra vote, while Houses with more than five Senate seats in their home Province will receive two extra votes, for a maximum of three total votes possible for any one House.

In the case of a tie, the campaigning will continue for one extra month and any House with holdings within the Province may also vote, just as if their headquarters was within the tied Province. Houses with one to five Senators in the tied Province will receive one extra vote and Houses with more than five Senators in the tied Province will receive two extra votes.
