Description
I. Imperial Subsidies
1) Minnow Houses of the Empire seeking a monthly subsidy from the Emperor must apply for the subsidy each month. The subsidy will be provided to any House of 'Minnow' status and is guaranteed by the Emperor. Application must be received by the 30th of each month to receive the subsidy. Subsidies will be paid by the 40th.
2) Minnows may request a specific amount for the subsidy. The amount, however, will be at the discretion of the Emperor, depending on the amount of Houses applying and the Galactic Budget for that month. The amount of the subsidy will be equal to all Houses. The amount of the subsidy will not be lower than $5000 solars.
3) The Emperor will publish each month (by the 40th) that month's subsidy amount and the list of Minnow Houses receiving the subsidy.
II. Economic Policies
1)Monopolies: A Monopoly may be set at the discretion of the Planet's Senator.
2)Planetary Budgets: Imperial Contributions shall be set at 17% (down from 20%). The remaining 83% may be set at the Senator's discretion. Sphere specific taxes and overall tax levels are at the Senator's discretion, as well. Any Senator found guilty of embezzling will be immediately removed from office and executed.
3)Tax Exemptions: House specific tax exemptions may be set for emergencies and must be publicly disclosed. Sphere specific tax exemptions are allowed only with Senate approval. The Senate reserves the right to lower policing levels or revoke an exemption if they deem it to be severely impacting a planet's economy.
4)Imperial Budget: The Empire will provide the citizens of the Empire a quarterly accounting of the percentages where it is spending its budget.
III. Domestic Policies
1)Galactic Plague: If plague appears on any planet all transport and mercantile routes on that planet must be dismantled immediately. From 5 days after the appearance of plague, standing Imperial orders authorise any house to dismantle remaining transport/mercantile facilities by means of sphere-specific military operations (obviously prospective dismantlers must ensure they can overcome any defences!) Any legal consequences will be corrected after the fact. The Empire will subsidise such operations, lift renegade status of dismantlers where consequent on the dismantling, and pay compensation to the house whose facilities are thus destroyed. This applies even where the dismantled facilities are owned by the Emperor’s House.
2)Smuggling and Piracy: Houses convicted of smuggling will be subjected to a galaxy-wide Imperial embargo for three months for a first offense and will be declared renegade for one month for subsequent offenses. Houses convicted of piracy will be declared renegade for one month for a first offense and three months of renegade status for each subsequent conviction.
3)CANPA: The Civilian and Non-combatant Protection Act calls for the immediate inspection of every public facility in the Empire. We will ensure that each facilty has an adequate supply of first-aid and emergency supplies. All facilities will be equipped with an emergency alert system, as well as established evacuation procedures, with biannual training. While this will greatly aid victims of natural disasters, I would like to go a bit further in the case of military conflict. When a facility is being dismantled by a military action, I propose that a mandatory 30 minute warning be sent to the civilians in each facility being targeted. This will be more than enough time for evacuation. I propose that non-compliance with the advance warning requirement be considered a war crime.(It is important to note that the warning is not a demand for permission from any outside party, nor is it an obligation to advertise upcoming military actions on public forums. Our only concern is for the safety of unarmed and innocent civilians)
