Description

Article I: The Imperial Guard be disbanded. The alliance that contains the Emperor (to be known as the Imperial Alliance) from that point forward shall not have more than 3 members.

Article II: Thomas Constantine, of House Constantine, will be stripped of the Emperorship, and all powers associated with the title.

Article III: The Powers of the Emperor shall be split between houses Goratrix, Aponia, and Slick Ink, in the offices of the Justicator, the Executor, and the Treasurer, respectively. The three offices shall be collectively known as the Imperial Council, and they shall join a single alliance (the Imperial Alliance).

The Justicator shall be vested with the power to assign Galactic Policing to planets of the Imperium, and will be responsible for the management and use of Emergency Senate motions. In the case of a tie in any event that would warrant military action by the Empire, the Justicar will have final decision on the actions of the Imperial Alliance.

The Executor shall be vested with the power to Mediate Disputes between houses of the Empire. In the case of a tie in any non-financial or non-military action warranted by the Empire, the Executor will have final decision on the actions of the Imperial Alliance, including, but not limited to, the pardoning of renegades and calling of elections.

The Treasurer shall be vested with the control of the Budget of the Empire, and will be the final authority on Tax Levels levied by planets that are controlled by Imperial officials. The Treasurer will also be in charge of calling Investigations into the budgets of planetary governors. In the case of a tie in all cases of Fiscal Policy, the Treasurer will have final decision on the actions of the Imperial Alliance

The Imperial Council, being the 3 Offices that hold the powers of the Emperor, and also being the 3 sole members of the Imperial Alliance, shall each be given 1 vote (of 3) on decisions that warrant the attention of all 3 offices. If a tie occurs (which may result from one or more of the 3 houses abstaining from a vote), then the decision shall be left to the office who has authority. (as described in articles III.a through III.c ).
